ABSTRACT:

A new level of ‘best practice’ in the management of the positional recording (as-built) and re-location process of underground infrastructure in NZ is now a practical reality.

In essence, the problem historically has been that the non-metallic services (water, gas, drainage) were unable to be readily located with any practical surface-based technologies. Accordingly, and in tandem with the fact that many of the ‘as-built’ records for these services had never been adequately accurate, the risk to their accidental damage during normal roading excavation was unduly elevated. Major collateral damage was imposed regularly upon the buried infrastructure as a result, to the detriment of the integrity and long-term viability of the affected assets, the health and safety of workers on site, and the general inconvenience and cost to the asset owner, the contractors, and the stakeholders alike.

Minimal tolerance of all these issues now exists and a suitable response is clearly called for.
A “best practice” solution is offered for consideration. The appropriate implementation of the various technologies and methodologies behind the proposal offer a major and demonstrated improvement in all facets of earlier concerns.

The paper backgrounds these technologies, what the new level of best practice offers the Industry, and proposes the appropriate methodologies by which the benefits of a widespread implementation can be enjoyed.
